Expert in public procurement law and contracts implemented under FIDIC conditions. Specializes in providing comprehensive advice on construction projects, with particular emphasis on claims handling, negotiations with investors and subcontractors, and ongoing risk assessment. He represents clients before the National Appeals Chamber (NAC) and supports both contractors and contracting authorities at all stages of tender proceedings. He has extensive experience in managing legal teams handling strategic infrastructure projects on a national scale. He works with some of the largest entities in the market, and his consulting concepts have brought tangible benefits to clients, supporting the implementation and economic success of managed projects. Trainer and speaker at numerous training courses and industry conferences. During the event he will moderate a panel discussion on the latest challenges and practices in the area of public procurement law.
Experienced manager with many years of experience in the construction industry. Completed over a dozen infrastructure projects as Construction Manager and Contract Director (including the Northern Bridge Route in Warsaw). Member of the Chamber of Civil Engineers, holds Polish and Lithuanian construction certificates. Gained professional experience also on the side of the Ordering Party and Supervision authorities. In the past, he was a member of the Management Board of a leading construction company in Poland listed on the Warsaw Stock Exchange. An expert in investment project financing, Anna has been involved in the banking sector since 2012, focusing primarily on the assessment and financing of investments in both the private and public sectors, as well as market analysis in the construction and infrastructure industries. Since 2016, she has been working at Bank Gospodarstwa Krajowego. Currently, she serves as the Director of Transport Infrastructure Investments, also overseeing the area of public-private partnership (PPP) investments. Before joining BGK, she worked at PKO BP and PBP SA.
Graduate of the University of Warsaw, Faculty of Management. He began his professional career at the audit firm Ernst & Young, where he carried out numerous projects for the railroad, aviation and road sectors, being a member of the infrastructure consulting team. He initially became involved with the rail industry while working at PKP S.A., where he supervised the implementation of strategic investment projects for the entire PKP Group, especially in the field of modernization and development of rail infrastructure in Poland. Between 2013 and 2016, he was associated with PKP Polskie Linie Kolejowe S.A. in the positions of Management Board Proxy and Management Board Member, being responsible, among other things, for the implementation of investments as part of the EU financial perspective of 2007-2015. Between 2016-2024, associated with IPOPEMA Financial Advisory, serving as Managing Director of the corporate/project finance and M&A area, overseeing the implementation of infrastructure and transportation projects, financial modeling, as well as transactions and acquisition of financing. As of March 2024, again on the Management Board of PKP Polskie Linie Kolejowe S.A. in the position of Management Board Member – Director for Investment. Experienced specialist in the area of infrastructure investment management with practice in the public and private sectors.

Bartosz Tokarski – Deputy Director of the Insurance Bureau of Strategic Clients EIB SA, Leader of Financial Practice, economist. A graduate of Financial Management at the Nicolaus Copernicus University in Toruń. He graduated with honors from post-graduate MBA studies at the Kozminski University. Since 2007, he has been associated with insurance, initially at the petrochemical company, then at EIB S.A. In 2008, he passed the Broker License Examination. Responsible for servicing clients from the energy, fuel and large enterprises sectors. For years, he has been particularly associated with financial insurance, guarantees, thanks to which he can devote himself to his passion for financial analysis of companies and assessment of investment projects.
Panel 2: Rail investment and transportation
Maciej is responsible for advisory services for the transport and infrastructure sectors in various areas of financial, transaction and business consulting, including the Public-Private Partnership. He has several years of experience in working with clients from the infrastructure, transport and industry sectors, both public and private. Involved in the implementation of many flagship projects in the field of infrastructure and transport in Poland, among others, in the field of railways, aviation, maritime and inland waterway transport, public and road transport, as well as in projects commissioned by the European Commission. Maciej is a member of international EY teams of experts from the transport, infrastructure and public sector consultancy in the EU, CESA and EMEIA regions, supporting the implementation of infrastructure projects in these countries. He actively participates in industry conferences and debates. Graduate of the Faculty of Management at the University of Warsaw. He has international CFA (Chartered Financial Analyst) qualifications issued by the American CFA Institute.
Krzysztof Celiński – a graduate of the Faculty of Transport of the Warsaw University of Technology, for over 40 years associated with the railway industry in Poland. He managed the largest railway institutions in our country – PKP S.A., PKP PLK, PKP Intercity, as well as By the Warsaw Metro. He was also the director of the Railway Department at the Ministry of Transport and Maritime Economy and the director of the British company Halcrow Group Limited. He has been associated with Siemens since 2016. At the beginning of July 2018, he is the president of the management board of Siemens Mobility Sp. z o.o.
Director of the Strategy Implementation and Planning Office at the Central Communication Port. Since the beginning of his career, he has been involved in the areas of strategy, planning and analysis in the railroad industry. First at PKP PLK S.A., and for more than 5 years at CCP, he leads a team creating tools and concepts and implementing them in investments, traffic and the railroad market. Together with the team, he shaped the reconstruction of the Warsaw West station. He leads the team that implemented rail traffic microsimulation, creates the Passenger Transport Model and implements the Horizontal Timetable and Integrated Rail Network projects. He developed the architecture of the CCP study process and supervised its progress in more than a dozen documentations for the construction of new railroad lines. His goal is to shape rational solutions based on numbers and analysis, developed in dialogue with stakeholders, and tailored as much as possible to the needs of passengers. He holds a master’s degree in logistics and transportation technology from the Faculty of Transportation at Warsaw University of Technology, and a postgraduate degree in project management from Kozminski University. Doctor of Technical Sciences, Member of the Committee on Transport of the Polish Academy of Sciences. He defended his doctoral dissertation at the Poznań University of Technology in the discipline of transport. He graduated from the Warsaw University of Technology where he was awarded the title of Master of Civil Engineering. He completed a post-graduate course “MBA for Engineers” at the Koźmiński University. He started his career at the Development Planning Department of the City of Warsaw, after which he expanded his knowledge and experience at the Warsaw Province Governor’s Office, Municipal Roads Authority and in Budimex S.A. He was Deputy Mayor of Warsaw between 1994 and 1999. He has been working at Metro Warszawskie since 2002, first as Deputy Director, and further as Management Board Member at Metro Warszawskie Sp. z o.o. As Management Board Member, he was responsible for Metro extension and operations. He has served as the President of the Management Board since January 2006. He is Assistant Professor at the Faculty of Civil Engineering of the Warsaw University of Technology. He conducts teaching and research activities at the Department of Geotechnics, Bridges and Underground Structures. He took part in numerous specialised professional training courses in construction and environmental protection from the perspective of European Union laws, in public procurement and management of investment processes. For three terms, between 2013-2019, he represented Poland at the International Association of Public Transport (UITP) as Policy Board Member.
Dr Jakub Majewski – analyst and specialist in mobility, logistics and transport system planning, infrastructure investment and organisation of public mass transport. Assistant Professor at the University of Warsaw in the Centre for European Regional and Local Studies. Professionally involved in spatial planning and the railway market. Since 2001, specialist at the Mazovian Regional Planning Office. Subsequently, member of supervisory boards and management boards of railway operators – incl. PKP Przewozy Regionalne, SKM Warsaw, Koleje Mazowieckie. From 2012 to 2014 Vice President of the Railway Transport Office responsible for market regulation and passenger rights. Since 2014 President of the ‘Pro Kolej’ Foundation, and since 2024 Chairman of the Supervisory Board of PKP Polskie Linie Kolejowe S.A. Licensed train driver and at the same time industry press and TV commentator.

Dr. Hubert Wysoczanski, partner at SSW, an attorney, heads the infrastructure practice. He also assists dispute resolution and energy teams. He specializes in advising on civil, commercial and administrative matters, as well as contract negotiations and support for infrastructure projects. He represents clients in disputes before courts and in domestic and international arbitration. In particular, he deals with legal issues in the areas of construction, infrastructure, energy, environmental protection, public procurement. He is an expert in the area of construction contracts and FIDIC Conditions of Contract. He is a Consulting Engineer – a member of The Polish Consulting Engineers and Experts Association (SIDiR) – the only FIDIC member organization in Poland. He has advised clients on more than 100 multi-million dollar infrastructure projects with a total value of more than $40 billion. He has extensive experience on projects including highways, expressways, railroads, oil & gas facilities, conventional power plants, power lines, offshore and onshore wind farms, photovoltaics, mines, airports and commercial real estate. He also acts as a conciliator in construction disputes (he was a conciliator in more than 15 conciliation committees in disputes over sections of the S-61, S-6, S-19 expressways). Panel 3: Road infrastructure
Janusz Bohatkiewicz, DEng, PhD is a road construction engineer, a specialist dealing with issues of road design and traffic engineering and the impact of traffic on the environment, as well as eco-infrastructural solutions. He has authored and co-authored more than 100 scientific papers, guidelines, handbooks in the field of roads and bridges. He directed and participated in many projects of practical and application nature mainly in the field of roads and railroads: technical and economic studies, conceptual designs, construction and construction-execution projects, technical expertise, acoustic maps, environmental noise protection programs, reports on the impact of road and railroad projects on the environment, post-implementation analyses, ecological reviews. In 2016-2021 he headed the Department of Roads and Bridges at Lublin University of Technology, and is currently Director of the Road and Bridge Research Institute. A member of the PIARC World Road Association from 2019 to 2023, he participated in Technical Committee TC.3.4. “Environmental Sustainability in Road Infrastructure and Transport” and Task Group TF.4.1 “Road Design Standards,” and from 2024 he is Chairman of Technical Committee TC 4.5 “Decarbonization of Road Construction and Maintenance”.
Specializes in construction law, real property law, providing legal advice throughout the investment process as well as administrative proceedings and litigation.. He has extensive experience in litigation related to the performance of construction contracts, including payment of remuneration for construction works, contractual penalties or settlement of additional works. He represented Clients in numerous administrative and court administrative proceedings relating to investment processes, including proceedings concerning environmental permits as well as zoning and building permits. Before joining the GKR Legal team, he had been working in a large Polish law firm for many years. Michał was also employed as legal counsel in the litigation department at one of the largest Polish capital companies. He provides legal services in Polish and English.
Since the beginning of his career, he has been involved in road construction, serving, among other positions, as Marketing Director, Branch Manager and Executive Vice-President. Since 2021, he has served as Director of the North Region of EUROVIA Poland SA and Vice-President of the Management Board of EUROVIA Poland SA. In January this year, he was appointed Managing Director of all EUROVIA business areas in Poland, and continues as Vice-President of the Management Board of EUROVIA Poland SA.
Jan Styliński – President of the Board of the Polish Federation of Construction Employers, Vice-President of the Polish Cluster of Construction Exporters, Vice-President of the Federation of Polish Entrepreneurs. By appointment of the Minister of Development – member of the Public Procurement Council and by appointment of the Minister of Infrastructure – member of Council of Road Experts. Jan Styliński is an attorney at law, he practices investment, concession and PPP law. He is the author of numerous publications on investment issues, as well as a speaker and panelist at many conferences and trainings.
A graduate of the University of Minnesota MBA and the Warsaw University of Technology, major Hydrotechnical Construction. He built his career with leading companies in the industrial and automation sectors. Currently involved in road and runway safety maintenance projects.

Stefan Bekir Assanowicz – President of the Management Board and CEO of Trakcja S.A. Group, graduate of Warsaw University of Technology, Warsaw School of Economics and INSEAD Fontainbleau. He started his professional career at the KOLPROJEKT Design Office, where he was a designer of bridge structures, and then from 1977 to 1979 he worked at PRK-15, where he was promoted to the position of Technical Director. From 1979 to 1982 he worked in Libya as Group Manager of Bridge Works at PEBK DROMEX, and then from 1982 to 1986 as Technical Director – Chief Engineer on the Board of PEBK DROMEX, overseeing the markets in Libya and Iraq, and from 1986 to 1989 he worked as Director of DROMEX Libya. After returning to Poland, from the end of 1989 he worked as Commercial Director at BUDIMEX S.A. In 1995 he joined the Lafarge Group in Paris as Polish Market Development Director, introducing the Lafarge Group to the Polish market. From 1999 to 2007 he was Vice President for Development at BUDIMEX S.A., part of the Spanish Ferrovial Group, where he led the merger of five construction companies to form Budimex-Dromex, in which he was President of the Management Board from 2002 to 2007. From 2008 to 2012 he was the main shareholder and managed the investment supervision company ZBM Inwestor Zastępczy S.A., and from 2012 he ran his own consulting company PROINFRA-EKO. From 2012 until 2022, he was President of the Management Board of RUBAU Polska Sp. z o.o., part of the Spanish Construcciones Rubau Group. He currently also serves as Vice President of the National Chamber of Commerce, President of the Polish-Spanish Chamber of Commerce and President of the Mazovian Branch of the Polish Tatar Union. He was Honorary Consul of the Republic of Guatemala in Warsaw from 2021 to 2023.
Dariusz Blocher – leading manager in the construction industry. Graduate of the Faculty of Mechanics and Mechanical Engineering of the Częstochowa University of Technology. In 1992-1994 he worked at Ahlstrom Industrial Boiler Factory – Fakop, and then at the distribution company “Proman” s.c. in Katowice. From May 1994 to February 2002, he was associated with Pepsi Co. Poland. From February 2002, he was a member of the Management Board, Director of Human Resources for Budimex S.A. From November 2007, he served as CEO of Budimex Dromex S.A. and Member of the Management Board of Budimex S.A. From September 2009 to April 2021, he was President of the Management Board, Chief Executive Officer of Budimex S.A. From April 2019 to April 2021, he served as Executive Director for Europe of Ferrovial Construction. From May 2021 to April 2023 he served as member of the Supervisory Board of Budimex S.A. and member of the Management Board of Ferrovial Construction International SE in Amsterdam. In May 2023, by decision of the Supervisory Board of Unibep SA, he was appointed to the position of company’s CEO and headed Unibep SA until December 31, 2024. From January 1, 2025, member of the Supervisory Board of Unibep SA.
Since 1997, he has been associated with the VINCI Group, a key player in the concessions and construction industry worldwide. Since 2000, he has supported the development of EUROVIA’s activities in Poland. Between 2014 and 2017, he was responsible for the operations of EUROVIA’s branches in Romania, Croatia and the Baltics. He currently manages the holding company VINCI Construction Poland, which includes WARBUD and EUROVIA subsidiaries in Poland.
Born in 1978. In 2003, he graduated from the University of Technology in Valencia, Faculty of Civil Engineering, specializing in transport and urban planning. In 2003, he defended his master’s thesis at the University of Rostock in Germany, and in 2020 he completed his MBA studies at EOI Escuela de Organización Industrial (Business School) in Madrid. From the beginning of his professional career, he has been associated with general contracting. In the years 2003-2006 he held positions: from Site Manager to Technical Director. He has been associated with the Acciona Group since 2006. On behalf of the Spanish company, in 2006-2008 he supervised the modernization of the national road No. 7 in the Kiezmark – Jazowa section in Poland. In 2008-2009, he also coordinated the multi-stage process of preparing the offer of the Mostostal Warszawa / Acciona Infraestructuras consortium for the construction of the second metro line in Warsaw. In the years 2009-2013 he was the Technical Director at Acciona Infraestructuras Branch in Poland. From 2014, he managed the Controlling and Purchasing Department at Mostostal Warszawa S.A. As the Controlling and Purchasing Director, he was also responsible for managing the procurement process for one of the Company’s largest contracts – the construction of power units no. 5 and 6 at the Opole Power Plant. On May 5, 2017, by decision of the Supervisory Board, he was appointed to the Management Board of Mostostal Warszawa S.A. Since 9 May 2018, he has been Vice President of the Management Board. Since September 30, 2024, he has been the President of the Management Board. He is also a Member of the Management Board in Mostostal Power Development Sp. z o.o. and sits on the Supervisory Boards of subsidiaries of Mostostal Warszawa S.A. (Mostostal Płock S.A., Mostostal Kielce S.A. and AMK Kraków S.A.). He is a member of the Council of the Polish Association of Construction Industry Employers for the term 2020-2024 and a member of the Council of the Polish-Spanish Chamber of Commerce for the term 2022-2024.
Construction engineer and manager with 20 years of experience in construction projects as both designer, contractor and project developer. He has an interdisciplinary knowledge and experience in the area of business, program and project management. In his career he has held managerial and executive roles in companies in the areas of design, production and supply of construction materials, general contracting and currently in the area of project management. At Hill International he is responsible for the company’s Polish branch and operations in the Czech Republic.
Janusz Władyczak has many years of experience in financial institutions at home and abroad. He has been with KUKE since 2016. He has held the position of CEO since 2018. Previously, he served as director of the investment products department at PKO TFI, responsible for shaping the product strategy for investment funds, creating and implementing investment and savings solutions offered to clients on the Polish market. While working for a financial institution in Austria, he implemented structured investment products for private banking and retail clients as well as derivatives in the form of certificates and warrants listed on the Warsaw Stock Exchange. At French investment banks, he was responsible for relationships and transactions with the largest companies and financial institutions in Eastern Europe and Central Asia. At the same time, he worked with the largest export credit agencies (ECAs) in the world, participating in securing multi-million bilateral loans, structured and syndicated loans and export finance transactions. He graduated from the ESCP European School of Management, based in Paris. He also studied at the University of Vienna, the Graduate Insititute of International and Development Studies within the University of Geneva, and the Asian Institute of Technology in Bangkok.

Involved in the geotechnical industry for 18 years. Graduate of Bridges and Underground Structures studies at the Faculty of Civil Engineering, Warsaw University of Technology. She began her career at Soletanche Poland in 2006 as a bidding specialist. She then gained experience as a construction engineer, bidding engineer and designer. In August 2016, she assumed the position of the head of the bidding department. Since January 2019, she has taken on the role of director, combining the bidding and design departments. On a daily basis, in addition to managing the team, she is involved in the selection of geotechnical solutions that support Soletanche Polska’s clients in the effective and efficient implementation of their investment projects. She participates in the project from its consultative stage, through valuation, to the implementation itself. She has successfully bid on, among others, the tender for the construction of the Retkinia and Fabryczna Chambers, which are part of the High-Speed Railway tunnel in Łódź, the project to rebuild the Warsaw West railroad station or the final stop of the second line of the Warsaw subway – C01 Karolin. In her free time, she indulges her passion for sailing, and regularly spends her vacations in Mazury, where she uses her skills as an experienced sailor.
Marcin Lemkowski, PhD., DSc, Professor at Adam Mickiewicz University, conducts difficult, complex and often lengthy litigation and arbitration proceedings, mainly in the field of civil law. He advises on disputes related to contracts, real estate transactions, investments in renewable energy or securing claims. He conducts lawsuits for damages caused by, among other things, the failure to perform a contract, a wrongful act, an amendment to a local development plan or an unlawful judgment by a court. He also represents clients in cases involving large infrastructure investments, primarily related to energy.
Legal counsel in the infrastructure, transportation, public procurement and PPP practice at Wardynski & Partners. She is also responsible for the area of public-private partnership projects in the new technologies law practice. She has significant experience in handling projects in the public procurement formula, public works concessions and PPP transactions. She advises public parties and private entities on infrastructure investment projects, in particular the construction, expansion and modernization of power and thermal power plants, the informatization of the energy sector, the construction of gas pipelines and gas infrastructure, waste incineration plants, sewage treatment plants, as well as transportation projects such as intermodal terminals, roads, highways and railroads. From 2002 to 2009, at the United Nations Development Programme (UNDP), he was responsible, among other things, for international and multilateral cooperation and program development in Europe and Asia. He worked in many countries implementing development programs and projects based on knowledge transfer from Poland. These included in particular such countries as Iraq, India, Thailand and Romania. Since 2022 Co-Chair of the Sustainable Finance Platform at the Ministry of Finance. Since 2023 Representative of the United Nations Office for Project Services (UNOPS) in Poland. Academic lecturer, expert on UN and EU policies, especially in the area of actions at the nexus of business, administration and science and the inclusion of the private sector in the implementation of UN goals, policies and standards.

The goal of the competition is to promote individuals and companies associated with the infrastructure and construction sector with outstanding achievements in terms of implementation and economic efficiency. The Diamonds show the added value that infrastructure and construction investments bring to the development of the Polish economy. Participation in the competition is an opportunity to present the achievements and activities of the company and exhibit the brand among the most important representatives of the industry.
