A civil engineer and a graduate of the Warsaw University of Technology. He has been with the General Directorate for National Roads and Motorways since 2006. Presently
the General Director for National Roads and Motorways’ Counsellor. Previously
he worked as a Project Manager as well as the Deputy Director of Investments in the GDDKiA Branch in Warsaw and the Director of the GDDKiA Branch in Łódź.
Since 1998, she has specialized in practical issues of applying public procurement regulations. She has led projects for the transformation of purchasing methods in order to ensure an increase in the efficiency of the purchasing process using the best market practices. Among others, she served as director responsible for the procurement area at SPEC S.A., PGNiG S.A., OGP GAZ-SYSTEM S.A., GA ZAP S.A. and PAŻP.
Senior Brigadier Rafał Szczypta, MSc, Eng., has served in various units of the State Fire Service for nearly 27 years, including, since 2019, as Deputy Director of the Hazard Prevention Bureau at the PSP Headquarters. He is a graduate of the Main School of Fire Service (now the Fire Service Academy) with a degree in Fire Safety Engineering, and completed postgraduate studies in fire ventilation at the Warsaw University of Technology.
As a representative of the Chief Commander of the State Fire Service, he actively participates in legislative work related to civil protection and civil defense, particularly regarding technical regulations for collective protection facilities.
For 18 years, he has worked as a fire safety expert, applying his knowledge of legal regulations and technical principles of fire protection to resolve design issues that arise during collaboration between a building designer and a fire safety expert.
His knowledge of numerous foreign design requirements and fire safety regulations enables him to lead or participate in the implementation of many projects aimed at developing national fire safety and technical-construction regulations.
Author of a number of legal solutions regarding fire safety requirements, including technical and construction regulations, as well as publications and presentations on the practical application of fire safety requirements.
Co-founder and board member of the Strategies 2050 Institute. At the Institute, he was responsible for analyses of Poland’s energy transition, the National Energy Policy (KPO), and EU policy. In the 2023 parliamentary campaign, he was a member of the Poland 2050 and Third Way campaign team, responsible for substantive communications.

For over 20 years, she has been involved in the financial market, particularly in the financial insurance sector. From 2007 to 2024, she served as Director of Financial Insurance at PTU, Gothaer, and Wiener Insurance Companies. Her responsibilities included product development, underwriting, the settlement of insurance guarantee claims, and the recovery of recourse claims. She is a member of the Polish Insurance Association (PIU) subcommittee for financial insurance and has been involved in numerous consultations on financial market regulations. She has been associated with the MAK Group since 2024. She currently serves as Vice President of the Management Board of Polski Holding Brokerski.
Leszek Gołąbiecki – Vice President of the Management Board of Unibep SA, Director of General Construction. He graduated from the Białystok University of Technology and holds a Master of Science in Civil Engineering. From the beginning of his professional career, he has been involved in the construction industry, climbing the ranks—from Contract Manager to Construction Director and Vice President of the Management Board of Unibep SA. He worked at Budimex–Unibud SA and Budimex Dromex SA. In 2004, he joined Unibep SA, a company based in Bielsk Podlaski.
In June 2014, the Supervisory Board of Unibep SA decided to appoint Leszek Gołąbiecki as President of the Management Board.
From May 2023, by decision of the Supervisory Board of Unibep SA, he was appointed Vice President of the Management Board of Unibep SA. He is currently responsible for the general construction, building construction, and military construction segments.
Expert in contract consulting and construction dispute resolution. Since 2017, he has successfully built the CAS group of companies, managing a team of nearly thirty experts implementing projects for leading investors and contractors in Poland (including Orlen, Budimex, and Porr).
He has extensive experience gained working on key infrastructure and energy investments in Poland, such as the LNG terminal, the construction of the A1 and A4 motorways, and the construction of the second metro line in Warsaw. He is a court expert in the field of timeframe analysis and cost estimation, a mediator, and a cost estimator.

An expert in investment project financing, Anna has been involved in the banking sector since 2012, focusing primarily on the assessment and financing of investments in both the private and public sectors, as well as market analysis in the construction and infrastructure industries.
Since 2016, she has been working at Bank Gospodarstwa Krajowego. Currently, she serves as the Director of Transport Infrastructure Investments, also overseeing the area of public-private partnership (PPP) investments. Before joining BGK, she worked at PKO BP and PBP SA.
Andrzej Rybicki is a legal advisor with extensive experience in advising the construction industry. He specializes in infrastructure contracts, private procurement, public procurement law, and disputes related to investment implementation. Another significant area of his professional interest is digital transformation in law and contract management.
He has been associated with the STRABAG Group for many years, serving as Head of Legal Department in Poland. He actively participates in industry initiatives and debates regarding the functioning of the construction investment market in Poland.

Panel 2: Critical infrastructure
Dr. Hubert Wysoczanski, partner at SSW, an attorney, heads the infrastructure practice. He also assists dispute resolution and energy teams. He specializes in advising on civil, commercial and administrative matters, as well as contract negotiations and support for infrastructure projects. He represents clients in disputes before courts and in domestic and international arbitration. In particular, he deals with legal issues in the areas of construction, infrastructure, energy, environmental protection, public procurement.
He is an expert in the area of construction contracts and FIDIC Conditions of Contract. He is a Consulting Engineer – a member of The Polish Consulting Engineers and Experts Association (SIDiR) – the only FIDIC member organization in Poland.
He has advised clients on more than 100 multi-million dollar infrastructure projects with a total value of more than $40 billion. He has extensive experience on projects including highways, expressways, railroads, oil & gas facilities, conventional power plants, power lines, offshore and onshore wind farms, photovoltaics, mines, airports and commercial real estate.
He also acts as a conciliator in construction disputes (he was a conciliator in more than 15 conciliation committees in disputes over sections of the S-61, S-6, S-19 expressways).
Graduate of the Rzeszów University of Technology, specialising in building and engineering structures, and the School of Sales Management in Warsaw. For several years, he worked in his family business, being responsible for design work and construction works. In 2011, he took up the post of project manager at Doka, where he coordinated, among other things, the comprehensive service of the A4 construction site on the Dębica-Rzeszów section. He was involved in the formwork industry until 2018, during this period he was responsible for sales management, the acquisition and implementation of contracts, e.g. for the construction of a bridge pylon in Rzeszów or the Varso Tower building in Warsaw. Since 2018, he has been in charge of the Polish branch of the Layher corporation. Privately – a great fan of motoring and motor sports.
An expert with 24 years of experience in the telecommunications industry, he has worked for companies such as Orange and Emitel. For almost two years, he has been with Starnet Telecom, where he implements key projects in the field of Active DAS and Neutral Host/BTS Hotel installations. He specializes in integrating telecommunications solutions with the real estate market, focusing on optimizing indoor coverage. He has extensive experience negotiating real estate development terms for mobile operator infrastructure.
Jacek Kostrzewa is a manager with proven experience in developing business in the energy and biotechnology sectors, with over 30 years of experience gained in more than 50 countries in the field of project financing, renewable energy, and energy efficiency policy and analysis. He holds a Master’s degree in Environmental Engineering from the Warsaw University of Technology and is a holder of postgraduate MBA degrees from the School of Business at the University of Washington in Seattle and the Academy of Economic Studies in Bucharest.
He has advised the International Finance Corporation, the World Bank, the European Investment Bank and the European Bank for Reconstruction and Development on the design, creation and operation of financing and technical assistance programmes in the energy sector. He has advised numerous private sector companies on investments in wind, biomass and solar energy, including Siemens, Mid Europa Partners, Royalton Partners, Enfinity, RP Global, Novenergia Fund, Madhvani International and Toshiba (solar energy). Director and founder of GreenMax Capital Advisors, he previously served as CEO of SKOTAN, a publicly traded biotechnology company, biofuel producer and trader.

He is a specialist in the organization and implementation of security systems, as well as the management of identified crisis and terrorist situations. At MAK Group, he is responsible for the comprehensive risk and information security management strategy, the analysis of risks related to the MAK Group’s operations, oversight of crisis management, the preparation and updating of business continuity plans (BCPs), and the creation and maintenance of incident response plans (IRPs). He holds a PhD in economics from the Warsaw School of Economics, where he specialized in risk management. His over thirty-year professional career includes key positions in the financial and insurance sectors. He began his career in 1992 in Silesia at Feniks, and then served as Regional Director at Gerling Polska for over six years. In 2001, he moved to Warsaw, where he established and led the individual insurance department at Commercial Union Polska (AVIVA) as Director. Subsequent career milestones include: a member of the management board of AIG Polska responsible for personal insurance and the role of General Manager at Genworth Financial, where, together with his team, he built the company’s strong position in the bancassurance sector. From 2008 to 2011, he managed Signal Iduna’s insurance companies in Poland as President of the Management Board, also actively participating in the work of the Polish Chamber of Insurance, including as Vice-Chairman of the Health and Accident Insurance Commission. Subsequently, he was a partner at the consulting firm AhProfit and Vice-President of the broker PWS Konstanta S.A. From 2020, he served as Director of the Risk and Insurance Department (CRO) at PGE S.A., also serving on the Supervisory Board of PGE Dystrybucja S.A. From 2022 to 2025, he served as President of the Management Board of PGE Asekuracja S.A., an in-house broker within the PGE Capital Group. Adam holds a licensed insurance and reinsurance broker.
Panel 3: Road and rail infrastructure
Maciej is responsible for advisory services for the transport and infrastructure sectors in various areas of financial, transaction and business consulting, including the Public-Private Partnership.
He has several years of experience in working with clients from the infrastructure, transport and industry sectors, both public and private.
Involved in the implementation of many flagship projects in the field of infrastructure and transport in Poland, among others, in the field of railways, aviation, maritime and inland waterway transport, public and road transport, as well as in projects commissioned by the European Commission.
Maciej is a member of international EY teams of experts from the transport, infrastructure and public sector consultancy in the EU, CESA and EMEIA regions, supporting the implementation of infrastructure projects in these countries.
He actively participates in industry conferences and debates. Graduate of the Faculty of Management at the University of Warsaw. He has international CFA (Chartered Financial Analyst) qualifications issued by the American CFA Institute.
Experienced manager with many years of experience in the construction industry. Completed over a dozen infrastructure projects as Construction Manager and Contract Director (including the Northern Bridge Route in Warsaw). Member of the Chamber of Civil Engineers, holds Polish and Lithuanian construction certificates. Gained professional experience also on the side of the Ordering Party and Supervision authorities. In the past, he was a member of the Management Board of a leading construction company in Poland listed on the Warsaw Stock Exchange. Currently, Director of the Railway Construction Department at MIRBUD S.A. and CEO of Transkol Sp. z o.o.
Jerzy Lejk – Doctor of Technical Sciences. Member of the Committee on Transport of the Polish Academy of Sciences. He defended his doctoral dissertation at the Poznań University of Technology in the scientific discipline of transport. He graduated from the Warsaw University of Technology, where he obtained a Master of Science in Civil Engineering. He completed postgraduate studies in the “MBA for Engineers” program at the Leon Kozminski University.
He began his professional career at the Warsaw Development Planning Office, and then gained knowledge and experience working at the Voivodeship Office in Warsaw, the Municipal Roads Authority, and Budimex S.A. From 1994 to 1999, he served as Vice-President of the Capital City of Warsaw.
He has worked at Warsaw Metro since 2002, initially as Deputy Director and then as a member of the Management Board of Metro Warszawskie Sp. z o.o.
On the company’s management board, he was responsible for metro expansion and operation. Since January 2006, he has served as President of the Company’s Management Board.
He is an assistant professor at the Faculty of Civil Engineering at the Warsaw University of Technology.

Creator of the development strategy of PZPB since 2016. Originator of the idea of establishing the Coordinating Council of Construction Organizations, as well as many educational, relational and integration events of the construction industry. Initiator of the Polish Construction Congress and coordinator of its preparation and execution. He has been associated with the transport and logistics industry for over 25 years. In 2010, he headed Fracht FWO Polska as its managing director, and since 2019 he has been the President of the company’s management board. He gained his professional experience as a merchant navy officer, and then developed his professional career in international logistics companies. A graduate of the Navigation Faculty of the Maritime University of Szczecin. He completed postgraduate studies in leadership psychology at the Business School of the Warsaw University of Technology and Advanced Management Program at IESE in Barcelona. International logistics expert, panellist and speaker at conferences and economy events in Poland and abroad.
A manager with over twenty years of experience in management and leadership positions. He initially gained his skills in international ICT (IT and Telecommunications) companies, managing the areas of finance, investments, sales, compliance, and tax and legal departments. From 2010 to 2021, he served as Vice President at Warsaw-Modlin Mazovia Airport. He was responsible for the investment preparation process, which involved modernizing the infrastructure remaining after the military airport and building an international public airport.
He graduated with a degree in Accounting and Finance from the Faculty of Management at the University of Warsaw. He also completed international bachelor’s studies – Bachelor of Business Administration – at the Thames Valley University School of Management (now University of West London). He completed doctoral studies in economics at the Polish Academy of Sciences and holds a DBA (Doctor of Business Administration) from the Institute of Economics of the Polish Academy of Sciences.

Construction engineer and manager with 20 years of experience in construction projects as both designer, contractor and project developer. He has an interdisciplinary knowledge and experience in the area of business, program and project management. In his career he has held managerial and executive roles in companies in the areas of design, production and supply of construction materials, general contracting and currently in the area of project management. At Hill International he is responsible for the company’s Polish branch and operations in the Czech Republic.

Subsequent career milestones include: a member of the management board of AIG Polska responsible for personal insurance and the role of General Manager at Genworth Financial, where, together with his team, he built the company’s strong position in the bancassurance sector. From 2008 to 2011, he managed Signal Iduna’s insurance companies in Poland as President of the Management Board, also actively participating in the work of the Polish Chamber of Insurance, including as Vice-Chairman of the Health and Accident Insurance Commission. Subsequently, he was a partner at the consulting firm AhProfit and Vice-President of the broker PWS Konstanta S.A. From 2020, he served as Director of the Risk and Insurance Department (CRO) at PGE S.A., also serving on the Supervisory Board of PGE Dystrybucja S.A. From 2022 to 2025, he served as President of the Management Board of PGE Asekuracja S.A., an in-house broker within the PGE Capital Group. Adam holds a licensed insurance and reinsurance broker.

His responsibilities included infrastructure development and the implementation of investments increasing the companies’ production capacity and supporting the implementation of defense contracts.

Tomasz Zakrzewski is an expert in defense, aviation and space, security, cybersecurity, critical infrastructure protection, and crisis management systems and procedures. From 1982 to the early 21st century, he held various positions in the Polish Armed Forces. He participated in foreign missions and participated in the preparation and adaptation of the Polish Armed Forces to NATO structures. After leaving service, he gained extensive business experience, holding various management positions at companies such as Alcatel, L-3 Communications, SAAB, and Thales Polska, and also collaborated with Polish and foreign telecommunications, IT, and security companies (Millennium Communications, Oracle). He was a member of the team responsible for security during EURO 2012 in Poland. He has extensive experience in business development and implementing innovations in defense and security. His clients include the Polish Armed Forces, the Police, the Border Guard, Special Services, and government institutions. He is also an expert in the defense industry, specializing in technology and military defense systems, aviation and civilian security solutions. He also specializes in aviation solutions, integrated security systems, technologies, special vehicles for uniformed services, communications systems and radars, critical infrastructure protection, and cybersecurity. He is involved in the SAFE program. He is Co-Chair of the Defense & Security Committee of AmCham Polska, Chairman of the Security and Defense Platform of Employers of Poland, and a member of the “Marka Polska” Foundation.

A passionate enthusiast of new technologies and innovation, he combines extensive operational knowledge with a vision for the development of modern cities and office buildings. A graduate of the Warsaw School of Economics, he is an expert in sales and marketing management. He is also co-founder and CEO of the technology startup Space Technology Integrator.
